Due to his youthful appearance he was often called the "Boy Governor". In the first contest, the Iowa caucus, he finished a very distant third to Iowa Senator Tom Harkin.
Clinton won the 1992 presidential election (43.0% of the vote) against Republican incumbent George H. W. Bush (37.4% of the vote) and billionaire populist Ross Perot, who ran as an independent (18.9% of the vote) on a platform focusing on domestic issues; a significant part of Clinton's success was Bush's steep decline in public approval. Because Bush's approval ratings were in the 80% range during the Gulf War, he was described as unbeatable. However, when Bush compromised with Democrats in an attempt to lower Federal deficits, he reneged on his promise not to raise taxes, hurting his approval rating. Clinton repeatedly condemned Bush for making a promise he failed to keep
His election ended twelve years of Republican rule of the White House, and twenty of the previous twenty-four years
Clinton was an advocate for health care reform early on in his first term, but his attempts at convincing congress to pass a bill bringing reform were unsuccessful. President Clinton also tried for campaign finance reform, but again, his advances failed.
Clinton was successful in passing quite a few major pieces of legislation, including the Family and Medical Leave Act of 1993, which was a bill mandating businesses to pay employees for injured work leave and for leaves of absence required to take care of sick or injured family members. Other major bill passed early on in the administration was the Brady Bill, which required federal background checks for firearm purchases, the Violent Crime and Law Enforcement Act, a bill expanding the reach of the death penalty to 60 different crimes in an attempt to curtail violence, the Minimum wage increase Act, the telecom reform act, and the Line Item Veto Act, which was declared unconstitutional two years later in 1998. Clinton was also the originator of the Don't Ask, Don't Tell policy.
Clinton appointed two Supreme Court Justices, Ruth Bader Ginsberg in 1993, and Stephen Breyer in 1994.
Clintons biggest pitfall of the 106th Congress was the effect his affair with Monica Lewinsky, and the impeachment trial that took place in wake of that incident, forever marring his image and office.
Freer trade was also a big priority for the President, and he lowered tariffs and broke union agreements in order to succeed. The Clinton Administration was not involved in any official wars, although he did serve through the boched attempts of stopping the genocides in Kosovo and Serbia, along with the mass killings in Rawanda.
